Upper support of rear shock absorber

I know Glen will have the answer to this. What is the best way of repairing the upper support bracket of my shock absorber? It is completely rusted out and disconnected from the body of the car. I am currently using a bracket I bolted on to the frame but it keeps loosening up. I don't think it is possible to re-weld this.
