My guess is yes, with some fiddling. I have three 40DCOEs on Triumphtune stepdown manifolds on my GT6, on a GT6 engine/head. I believe the TR6 block is the same height, so you are working with the additional 1/4 of head thickness. I do not know of that is all below the port openings- you should check on that. My engine is set low, egged out the bolt holes on the engine mounts, so it only clears the steering rack by 1/8" and probably rubs on a good bump when the mounts compress! The clearance to the carbs is fine - what you need to work on is the linkage. The linkage mine came with hit the hood - found out when I lowered the bonnet on a running engine and the revs jumped! I modified the linkage with bits from Pierce Manifolds - they have stuff to make up all kinds of interesting configurations.
Find a car that is equipped with webers, set it side by side with yours and take some measurements, some cardboard or clay on top of the carbs, close the bonnet, see how much room there is, etc.
