What is the real Comm #

I have a 1970 GT6 and have a question about the Commission number. The number on the plate is “KC81284”, and then way off to the right of the number, on the same line is, "LO". I know the L designates left hand drive and the O means it is equipped with an over drive transmission, but is it supposed to be on the title as part of the commission number. Thanks
