yes you can drop the shaft & pull the flange & get to the seal. It can be a PITA, of course. Also check the vent hole, make sure it's not plugged.
Oil can also migrate along the splines & leak out around the nut & washer. A little dab of sealer under the washer will fix that.
(A lot of perfectly good seals have been replaced whereas that has been the problem).
