Jeff it may very well be in the linkage, based on your description. It sounds like the lever may not be going down far enough, for whatever reason, for the reverse stop bolt to clear the bottom of the plate. Another possibility is that the plate may be loose. If it was internal, I would expect it to at least try to go into the reverse gate ie further to the left...
