John the first thing I would do is check the fluid level, but I'm sure you've done that already.
Next, as JohnD suggested, is see what kind of mush you have in the O/D sump & filter. That will provide some good clues.
There is a possibility that it could be in the electrics.
Electrics aside, you are either not developing enough pressure to hold it in, the pressure is bleeding off excessively, or there's a mechanical issue ie worn clutches, thrust faces, etc.
If the oil sample doesn't provide any clues, you may have to fit a guage to it & road test it.
In any case, again electrics aside, most repairs will require R&R of the unit.
