production rights - answer

Rights for SNF are handled by the Robert Stigwood Organisation. Contact details are listed here:
http://NanKnighton.com/projects/snf/licensing.shtml

As far as I know, they have only made "first class" rights available (major productions like Broadway and the West End). I don't have any information on when amateur rights might become available.
