Hi Tim,
I am not an expert on this stuff, and you did not say what year your Falcon is, but it could be a bad ground, a bad headlight switch, or a bad gauge regulator (it may be on the back of the cluster, depending on year). It may be just one wire that has shorted against the chassis or has come unconnected. I would suggest that you post this question on The Ford Falcon Forum- tffn.net
