This is turning into an interesting investigation and you may very well be correct in your Minton attribution. Or, we may all be back to "unknown"again.
Could you let me know the height with lid of your sugar bowl And width from handle to handle? The photo is of my two sugar bowls - both 4" in height and 4 3/8" across the handles - one having been identified as Dogwood by Minton as you mentioned (and noted as marked). The other is currently recorded as "unknown floral" by "Davenport or Dimmock" with no backstamp mentioned (mine have some number markings impressed but no bone fide backstamp). Yet they are identical and appear to also be so with your sugar bowl.
They all seem to have the finial with 4 sides and pinched edges and a raised center point (not sure how else to describe it), the base is four-lobed, pronounced and the handles are solid with 5 ribs which is what your sugar bowl appears to be. Also, the distinctive curved rim edges to base lips and lids.
According to the two members who manned our database, the body shapes could be either Minton or
Ridgway, Sparks & Ridgway. Personally, Minton makes more sense since they were all likely to have been made by the same potter and Minton has been identified. And they are all children's sets rather than the more profitably, more mass produced adult sets. So another potter seems very unlikely in my opinion. And, interestingly, none of these patterns appear to have been produced in adult tea sets.
We're still not sure where the pattern name "Persia" came from or how Davenport was "identified" as the maker.
Also, I'm not super active in the club, but I believe Ellen passed away several years ago. Not sure what Helen's status is as I haven't heard back from her.
