What a great piece for you to find given it has your mother's name and is dated 1920!
According to Godden's "Encyclopedia of British Pottery & Porcelain Marks", there was an English potter, Arthur Edward Harvey who used a signature mark of the same name on his studio-type pottery - c. 1920's-30's. It sounds like this might possibly be the potter.
I don't find a name of Pauline as a flow blue pattern, but that doesn't necessarily mean anything as new patterns are still being recorded.
Any chance you could attach a photo of the vase and the markings?
