Elongated Triangular shaped plate (one handle)

I'm trying to identify a plate I have. It is flow blue, with terra cotta and green. It is shaped like the tip of a spear, with a handle at the top. There is what looks like a royal stamp on the bottom and numbers painted in gold. Any help would be greatly appreciated. Thanks.
