colonial alberta . . .flow blue?

Hi
I have a small vase manufactured by Colonial Pottery in Albert pattern. According to what I have read, the pattern is Alberta, ruffled parrot tulip, and made before 1911 since "Ltd" is not in the mark. Does this qualify as Flow Blue?
