Rescue Horses in Oregon-Belgian Stallion needs help

My name is Barbara Chabot and I work with Emerald Valley Equine Assistance in central Oregon. We are currently trying to re-home 48 neglected/abused horses from a seizure. We are doing pretty well with most of them but have a Belgian Stallion who is not halter broke and is a very lost soul. We do not have any draft horse resources locally and are reaching out to any other organization that may be able to help with this guy.
