PMU Horses

I have been reading alot lately about PMU horses being rescued from the farms that have closed down in Canada. My question is this: How do these rescues get these horses? Do they go to an auction in Canada? I feel that is not what they do. Who does one contact directly to inquire about assuming ownership? Thank you very much for your response in advance.
