over 50 starving horses found in a pasture

This is my first attempt at trying save horses and I'm not sure who to contact other than leaving a message for the county humane society. I discovered a pasture of over 50 horses for sale today in Raleigh County WV. They belong to a Mr. Bobby Daniel at 304 854 1810. He has a sign posted stating "over 50 horses for sale". The younger horses appear completely emaciated with one appearing to have difficulty walking. The others ribs are showing, appear weak, bark eaten off the trees and no hay or food apparent. Neighbors state previous attempts to notify officials have been met with a warning for the owner who briefly feeds the horses then resumes the starvation. Can anyone please tell me whom to contact for help? Thank you. Darlene Martin
