I read through the proposed Act, and my feeling is that as it is written, it is just a money maker for the State. In order for this Act to be effective, it needs to have good enforcement. I don't see this happening, not from the State. I agree with comments that Hal Robson has made. Also, I believe that there probably is a need for licensing in some parts of the State. I agree with what Tom Green has said. I don't think that they should rush into this without getting more comments from professionals (Commercial, Municipal, and Research) plus the IAA Chapter. This needs to be done correctly to be of any value for the purpose that it is intended.
