I agree with Hal Robsen that if there is no enforcement, what is the motivation for Tree workers to become certified. However, I see it as good way for Municipal contract work to have better restrictions and better quality care.
When it comes to the average homeowner, they are still going to hire unlicensed tree workers due to a cost difference. The homeowners will not be happy with the result of the tree work and there will be damage. Educating the general public as to the negative outcome of hiring an unlicensed contractor may help.
