    Can The Initiative Survive?

    The SHRA caused a lot of the mess Marvel Earth is in. The master list of who is who was available to the Skrulls thanks to the SHRA. How I'd revamp the Initiative? Make registration voluntary, only necessary if you want to work with SHIELD or become a member of one of the fifty-two teams. I'd also have the government draft a list of acceptable behaviors from unregistered heroes that would allow them to operate autonomously so long as they didn't break these rules. This would allow Earth a pool of heroes that a force like the Skrulls couldn't get a good enough handle on to reliably be sure they could neutralize them. (That last sentence? Unwieldy even to me but it's the third edit!)
