Its true, you are often asked to suggest reviewers for your paper, which the journal is under no obligation to use, and you are almost always allowed to ask for specific people to NOT review your paper, to allow for professional rivalries, journals rarely disregard this.
Also worth pointing out that referee is just a slightly older fashioned term for reviewer, and its rubbish to suggest, as the author does, that reviewers in the old days weren't harsh. There are plenty of old academics bimbling around who will quite happily disabuse you of that notion..
