the answer is simple. because the rider wants to race badly enough to pay to race AND pay admission.
even the "A" rider (who most people would pay to watch).
here's the question of the year, "what would the promoters do if the rider who pays to race, refuses to pay admission"?
the answer is NOTHING.
BUT, what if ALL the riders refused?
rider's union anyone? seriously.
