That is the most ridiculous thing I have ever heard of!!!!!! The reason we NEVER ran an MDRA race is because there is alway 4 B riders and 32 C riders. This is going to kill contingency for all of the youth riders because the B class won't have enough entries to qualify. I will not drive all over D6 to race 4 riders for 2 laps, just so some sandbagger can get their trophy and feel good about themselves. Does this area really need 2 MDRA series?? District 34 and PAMX here we come.... 
(I would rather ride with quads than sandbaggers)
