I cannot be sure about this, but I suspect that the 10 represents the tire cross section in inches, "R" stands for "radial" and 17.5 is the wheel size in inches. This would convert to a 254/?/17.5 modern tire rating. I think you will need to make some measurements of the old tire and compare them to a modern tire which has very similar measurements. Sorry that I cannot be too much help.
