Penny, Here are the guidelines for 2009. I haven't seen the rules for 2010 yet, but this should give you some idea.
*Note: If your income is above $85,000 (single) or $170,000 (married couple), then your Medicare Part B premium may be higher than $96.40 per month. For additional details, see our FAQ titled: " Medicare Part B Monthly Premiums in 2009"

If I understand the "hold harmless" provision (see #2) they can't increase your Part B premium in 2010 because there will be no COLA adjustment in your benefit amount.
