The molecules in oxygen in the gaseous form are farther apart than they are in the liquid form so you can get more of them into a container. The "liter" doesn't change, but the density of the oxygen changes, so you can get more liquid oxygen molecules into the container than you can of the gaseous oxygen molecules. Think of the difference between water as steam and as a liquid - same deal.
