In answer to your question as I understood it. Flovent is a steroid inhaler to keep down inflammation and Atrovent is a bronchodilator to open the airways. They are not doing the same thing. Albuteral also is a bronchodilator but faster acting than Atrovent and not as long lasting. Atrovent is not as popular now since Spiriva came out.
