I don't know what the US Coast Guard is trying to do but enforce the laws. Yes, there a lots and lots of guides in California that are not licensed, bonded, insured, etc. I hope that this enforcement will weed the guides that do not want to do it legal!!! The fines I am told will be stiff for those who do not abide by the law. By the way I was one of the first licensed guides on Stampede Resv., 1971, oops I telling how old I am. Take care, and all of the licensed guide I know are great people and go by the law. I have great respect for all you!
