Against uncooperative humans there are probably fish large enough to swallow smaller humans. If a fish big enough to swallow an unresisting human could hold a resisting human under water, once drowning occurred, ingestion would occur.
Saltwater crocs can get really big and could probably do it too.
Some sharkes as well.
