Okay, here's an easier method (just goes to show how long it's been since I've looked at this stuff myself).
If the User is going to be a Global Moderator, you can also select the "Membergroups" menu item from your Admin screen.
Under the Edit Members tab, click on the "Global Moderator" Name under the Regular Groups. From the screen that comes up, you can manually enter the names of those users you want to be set as Global Moderators, thus not having to do it on a board-by-board basis.
The "!" to the right of the text box opens up a pop-up dialog that you can select the Users directly from.
After the names have been entered, click on the Add Members button. Then, just make sure you have the permissions set that you want Global Moderaters to have, under the "Permissions" menu item.
