The Nazis did do that. They pioneered it. Have you never heard of the Baedeker blitz on English cities chosen purely for their cultural significance or the 900 day siege of St. Petersburg, one of the cultural jewels of Europe, with the specific intention of wiping it from the map or the deliberate and systematic destruction of Warsaw?

I'm not defending the action taken against Dresden, just putting it in perspective. War brings out the worst in everybody and by the time of the raid on Dresden, the Allies were anxious to bring the war to as speedy a conclusion as possible. No one could be too sure at that stage what resources Hitler had left to mount a surprise counter-offensive. Those who start wars and commit unspeakable acts of brutality as the Nazis did cannot really complain when their opponents use similar tactics against them.
War is hell. Best never to start one!
