Samoa is not a democracy in the way we understand things in the Western democracies. One has to look below the surface to see what really happens. At independence, the two heads of the two highest ranking families became Joint Heads of State, the thrid became Deputy Head of State and the fourth Prime Minister. Although universal suffrage was introduced in 1991, only chiefs can stand for parliament, form governments ad become ministers.
