Before the agreement, at least the Katmandu Valley and the capital were free from the gangs of Maoists roaming around, taking what they wanted from ordinary people, demanding food, money, clothes or "taxes". Now they frequently demand all of the above from Katmandu residents. The Police and Army seem to have been rendered powerless to do anything. The chances of free and fair elections, under such circumstances, are very unlikely indeed.
