Yes it is suppossed to be. But recently as reported in the national media, Terengganu Government has issued a decree requesting HRH The Sultan to be addressed as 'Duli Yang Maha Mulia Al Wathiqu Billah Al Sultan Mizan' at all time. It has become part of HRH's name now. 
Governor of Malacca Tun Khalil Yaacob received award from Sultan of Terengganu two days ago.
