Is the Appy Stud Book closed, and when was it if so

I am researching this for another guild I am in (not an Appy guild). The reputation of the Appy for having an unpredictable temperament is being discussed, and I would be interested to know if the stud book is closed and if so, when it was closed. It is my argument that any horse closely bred (as the Appy had to have been to bring it back from near eradiation) will have some problems. I also personally have observed more temperament problems in the Arab than the Appy. LOL
