The rules could be changed today. But, the wheels turn slow and it will take several more years.
As for the AA's being a "billing opportunity" this is the same crap you have posted over and over again. CRNA's represent the real billing opportunity and will continue to do so. AA's are just a fraction of the marketplace.
AA's SHOULD be given the same rights and privileges as CRNA's even if that includes solo practice beceause AA's are EQUAL TO CRNA's. The AANA will NEVER Allow it and will in fact, fight the very concept of Non-Nurses in the operating room every chance it gets. Once the ASA recognizes it can't beat the AANA the AAAA will need to fight for equality. In the end, the only organization opposing giving the AA's EQUAL rights with the CRNA's will be the AANA.
