Make costume checks a mandatory part of the weigh-in process. I witnessed on 2 different occasions, at the '03 Nationals and '08 Central Pa, guys lifting in squat suits. I think a mandatory check before the meet would be a discrete way of making sure that nothing slips by onto the platform.
