I'm not sure about North Carolina, but in the State of Missouri, a child can qualify for special educational services based on the diagnosis of a 22q deletion under the heading of "other health impaired." You just have to provide the medical documentation. The amount of services will still be based on the child's ability. My child is pretty high functioning, but he still was able to get resource room time (for extra help with subjects) and he did get O.T. and P.T. through school. He no longer qualified for speech after starting kindgergarten.
I used research information on the internet and from the Children's Hospital of Philadelhia Faces of Sunshine book to inform the school district on areas that children with 22q may have deficits. It may help to get your pediatrician involved, as well. Your pediatrician can order Physical Therapy and Occupation Therapy evaluations if they are warranted.
