This rail and turntable system seems pretty standard on most IJN heavy cruisers, seaplane tenders, seaplane carriers, and battleships. As on many of these vessels there were no hangers to store the seaplanes, unlike the ones carried by other navies, I would expect more maintenance was required by the IJN to keep their seaplanes serviceable. This system would have been much more efficient than firing up the crane every time to move an aircraft. Another factor to consider is this system allowed the aircraft to be easily moved to a spot for fueling or arming the aircraft. Anyone who has used a large crane (with a heavy load) can attest that while it is easy to move the load great care must be taken when stopping the swing of the load. while the crane may stop the momentum of the load will cause the load to swing under the crane. Another issue is that in windy or inclimate weather an aircraft would be hard to control while being hoisted in the air. One more thing to look at is that the aircraft must be rigged for pick-up every time it is moved by the crane. Depending upon the fuel load along with any armament the center of gravity must be considered when lifting the aircraft.
