The USSR divided Poland with Germany by agreement, and didn't anticipate an attack by Germany as later events showed. Finland was perceived as a weaker nation with no hope of material support from any quarter. War against Japan wasn't declared until a few weeks before the end of the war. Opportunistic land grabs don't really count as joining a conflict.
If Hitler had conquered all of Europe then there would have been many ways to exploit former colonies of France and the United Kingdom including a take over "to maintain stable government"
